For any companies who may have business over in France this is just a simple update we have received regarding the potential impact and changes to French call traffic where a French CLI is presented.
What is changing?
On the 1st of August 2019 the French regulator ARCEP introduced a new regulation. This meant French networks must block any international originated call where the calling number (presentation number or network number) is a French geographic number (01-05) or polyvalent number (09) and the call terminates on any French number.
There is potential impact to French traffic where a French CLI is presented.

Why have they done this?
The new regulation is aiming to reduce the amount of nuisance calls in France. Something which previous policies failed to achieve.
This regulation does permit calls that the French network can verify originated in France. However, our provider has been unable to establish a verification system. Because of this, they are placing a complete block on calls from international networks to ensure compliance.
What calls does it affect?
The changes to French call Traffic affects any call to a French number where either the network or presentation number is a French number (01-05, 09). Currently the regulation does not apply to 06, 07 or 08 numbers.
Whilst for many UK businesses this may not have much impact, if your business does provide service to a French who present a French number, you will need to set up a contract directly with a French network.
On that basis we find ourselves applauding the French. The industry has taken a positive step to deal with the problem. If you place calls to France from outside the jurisdiction of the EU or within the EU but with invalid CLI, they’ll cost more. Simple and effective.
